Join us to hear Elder Raphael (Ralph) Paul share his reflections on Dene law, community responsibility, and the ongoing journey of reconciliation. This talk will be moderated by Shoshanna Paul, his daughter.
Raphael (“Ralph”) Paul was born in a tent in Haultain Lake (Tso Des Toa) in Northern Saskatchewan in March of 1938. He lived in Patuanak, Saskatchewan until he was six years old, at which time he was sent to the Beauval Indian Residential School where he resided from 1944 until 1954. Ralph was the first Dene student from Northern Saskatchewan to obtain a Grade 8 education and attend High School. He attended St. Thomas College in North Battleford from Grade 9 to 11 and finished Grade 12 at St. Paul’s High School in Lebret, Saskatchewan. From 1958 to 1959, Ralph attended the Saskatchewan Teachers College in Saskatoon, becoming a teacher in 1959. He went on to teach in Ontario for nine years, in Saskatchewan for five years, and in Manitoba for 23 years (1972-1995). He was also a student counsellor in Thompson, Manitoba from 1973 to 1974, the Director of Education for the Meadow Lake Tribal Council from 1998 to 2006, and Chief of English River First Nation from 2007 to 2011.
Ralph holds two university degrees from the University of Manitoba in Winnipeg: his Bachelor of Education (1978) and his Bachelor of Arts (2016). He has also written four books: one on his Indian Residential School experience; one on the history of the Patuanak Dene; and two on his thoughts on Canadian law and how it controls Indigenous people, including the Indian Act, the Doctrine of Discovery, and key cases from the Supreme Court of Canada. Ralph’s most recent two books both focus on legal teachings, guided by the theory that “everyone is presumed to know the law”. He has grown up in a world that Europeans imposed on this country and it hasn’t been easy from 1944 to present.
